The Ghost of Monsoon Max was the disguise of Pip Penrod. He wanted to scare people away so he could search for treasure. He stole what he thought was the hat of Captain Phineas Tarwhistle, which contained a treasure map. What he actually got was the hat of Skipper Joe, and a fake map.
