Gnarly Charlie is a surfer dude at Coolsville Beach. He didn't like the Coolsville Marine Instutite because it attracted tourists that cluttered the beach. He was a possible suspect to be the Headless Skateboarder, but he turned out to be an undercover FBI agent investigating the drug smuggling.
