The Scare Pair were supposedly zombies serving the Ghost of Zen Tuo. They are good at high-speed vehicle chases, even driving over roofs in the pursuit of the Mystery Machine. They also have remarkable powers of stealth: they are able to take Daphne from the Mystery Machine, get her bound, gagged, and into their car before her friends notice she is gone. They were actually disguised henchmen of Mr. A. Fong, helping him to steal a valuable golden mask (especially valuable to Mr. Fong, because it contained information about his smuggling operation).
